Princeton through a shared services agreement with Stony Brook Regional Sewerage Authority ("SBRSA") has issued a "Request for Proposals for a Developer of Photovoltaic System on Lands Owned by Princeton and Serving Stony Brook Regional Sewerage Authority," Dated, May 8, 2015 (the "RFP"). NOTICE OF PUBLIC HEARING TOWNSHIP OF PLAINSBORO PLANNING BOARD BLOCK 1701, CURRENT LOT 4.03 (PROPOSED LOT 4.06) DYC DEVELOPMENT PROPERTIES LLC AND VCARE DEVELOPMENT LLC PLEASE TAKE NOTICE: In accordance with the requirements of N.J.S.A. 40:55D-12, notice is hereby given that a public hearing is scheduled for May 18, 2015 at 7:30 p.m. in the Plainsboro Township Municipal Building located at 641 Plainsboro Road, Plainsboro, New Jersey 08536. DYC Development Properties LLC ("DYC") and VCARE Development LLC ("VCare" and collectively referred to with DYC as the "Applicant") request preliminary and final site plan approval for the development of an 11,700 +/- square foot child day care center and a 12,850 +/- square foot adult day care center with 94 associated parking spaces (including 12 banked spaces), landscaping, a free standing sign on Hospital Drive and other site improvements (collectively referred to as the "Project") on property located on the Princeton Healthcare System at Plainsboro Campus. The Project will also include a one way circulation drive to permit access and exit off of Hospital Drive, outdoor recreation areas and designated parking for the six mini-bus vehicles to be used by VCare for the transportation of the adult day care students. The Project shall be located on property currently designated as Block 1701, Lot 4.03, which property consists of 19.556 +/- acres (the "Property"). On November 17, 2014, pursuant to Application P14-10, the Plainsboro Township Planning Board approved the subdivision of the Property for the creation of a 4.65 acre parcel in the Day Care Complex ("DCC") District of the Campus to be designated as Block 1701, Lot 4.06 (the "DCC Parcel"). The DCC Parcel is bordered to the north by Scudders Mill Road, to the south by Hospital Drive and the recently approved Maplewood assisted living facility, to the east by Campus Road and to the west by Punia Boulevard. Princeton HealthCare System, the current owner of the DCC Parcel, shall further divide the DCC Parcel into two land condominium units pursuant to a master deed to be recorded in the land records. DYC is the contract-purchaser of the land condominium unit on the more northern portion of the DCC Parcel (closer to Scudders Mill Road), and VCare is the contract-purchaser of the land condominium unit on the southern portion of the DCC Parcel (further from Scudders Mill Road). Under DCC District regulations of the Amended Princeton Healthcare Redevelopment Plan (the "Redevelopment Plan"), the proposed child day care and adult day care uses are permitted uses. In addition to preliminary and final site plan approval, the Applicant requests the following deviations and variances from the Redevelopment Plan: • Access, Parking and Drop-Off: Section 5.1.6D of the Redevelopment Plan requires a maximum width of 12 feet for the access and drop off lanes of the driveway. The Applicant proposes deviation(s) from the Redevelopment Plan dimensional standards of the access/drop-off drive at various locations on the drive to better accommodate emergency vehicles and larger vehicle circulation. • Showers and Changing Rooms: Section 5.1.6F of the Redevelopment Plan requires showers and changing rooms for employees commuting to work by bicycle. DYC Development Properties LLC seeks a deviation from this requirement for the child day care facility. • Surface Parking Lot Design: Section 5.2.3 of the Redevelopment Plan requires a pedestrian pathway through the center of the parking lot approximately 200 feet in width or length. The Applicant seeks a deviation from this requirement as the parking lot area will function as two small parking areas less than 200 feet in width each. • Percentage of Building Elevations Containing Windows: Section 5.1.6C of the Redevelopment Plan requires a 25 percent requirement of the building elevations to contain windows. The Applicant seeks a deviation to conceal mechanical equipment and improve the aesthetics of the proposed buildings. • Day Care Center Hours: Section 101-65F of the Zoning Code (as referenced in the Redevelopment Plan) limits the hours of operation of child care centers to 7:00 a.m. to 7:00 p.m. DYC Development Properties LLC proposes operating the child care center from 6:30 a.m. to 7:30 p.m. with occasional extended hours for special evening events to accommodate nurses and physicians on the Princeton Healthcare System Campus who will utilize the child care center. The Applicant respectfully requests that the Board grant any additional variances, deviations, waivers, exceptions or such other relief as the Board or its professionals may deem necessary in its review and action on this application. Hydrant Flushing Customers of the East Windsor Municipal Utilities Authority are being notified of our semi-annual hydrant flushing program. To maintain high quality of water and reliable service to our customers, the East Windsor Municipal Utilities Authority will begin opening fire hydrants to flush sediment from its pipes, monitor water flows and pressures, and provide visual inspection of the hydrants. Customers may notice a drop in water pressure or may experience discolored water. At no time will the water quality be compromised and that the water is safe to use. During the flushing program, East Windsor Municipal Utilities Authority is offering its customers the following tips: Check for discolored water before using the washing machine or dishwasher. Wait until the water runs clear at the tap before doing laundry or operating the dishwasher. Note: If laundry becomes stained, do not put your laundry in the dryer. Rewash cloths immediately using detergent and add a rust remover. Most rust removers can also be used on stained fixtures. If water pressure or water volume seems to be low after hydrant flushing has been completed, check faucet screens (aerator) for trapped particles. Below is a list of the schedule dates of the areas we will be flushing. During this period, please place garbage and recycling containers behind the curb to avoid obstruction. The East Windsor Municipal Utilities Authority is requesting that during the spring flushing period customers refrain from placing loose leaves and debris at the curb as this will only create a problem for the storm drains. Place the leaves and debris at least a foot from the curb to allow the water to run freely. Twin Rivers Section of the Township and Centex area are scheduled for the week of April 4, 2015. Windsor Regency, Georgetown, Cranbury Manor and sections of Rt. 130 are scheduled for the week of May 4, 2015. Hickory Acres, Brooktree area, Renaissance Estates, Princeton East, Oak Creek Estates, and sections of Rt. 130 are scheduled for the week of May 11, 2015. The above dates may be subject to change due to conflicting work that must be done by Authority personnel. NOTICE OF FINAL ADOPTION CRANBURY TOWNSHIP ORDINANCE # 04-15-07 AN ORDINANCE OF THE TOWNSHIP OF CRANBURY, COUNTY OF MIDDLESEX, STATE OF NEW JERSEY AUTHORIZING THE TOWNSHIP OF CRANBURY TO ENTER A PRIVATE SEWER UTILITIES AGREEMENT WITH CRANBURY BRICK YARD LLC. WHEREAS, Cranbury Brick Yard, LLC (CBY) is the owner and developer of a 394.5-acre tract located at 22 Hightstown-Cranbury Station Road and designated as Block 10, Lot 10 and Block 12, Lot 1 on the Tax Map of the Township of Cranbury; and WHEREAS, by resolution dated March 12, 2015 the Cranbury Township Planning Board granted "Amended Preliminary Major Site Plan Approval and Final Major Site Plan Approval with 'C' Bulk Variances and Site Plan Exceptions (Waivers)" to CBY for the project known as "Cranbury Logistics Center"; and WHEREAS, CBY must construct various sewer utilities and a pump station as part of that project; and WHEREAS, CBY desires permission from the Township to utilize portions of Hightstown-Cranbury Station Road for the installation, operation, and maintenance of private sewer utilities and all necessary fittings and appurtenances therefore; and for continued access to, and in furtherance of, the installation, operation, and maintenance of those facilities within the Township's Right-of-Way; and WHEREAS, the Township wishes to grant such rights to CBY on and subject to the terms set forth in the attached "Private Sewer Utility Agreement"; and WHEREAS, the Township may enter into this agreement pursuant to, inter alia, its general police power to legislate for the benefit of the public health, safety and welfare (N.J.S.A. 40:48-2); its authority to provide for the construction, reconstruction, enlargement or extension of a sewer or drain in, under or along a street, alley or public highway, or portion thereof (N.J.S.A. 40:56-1.i), and its authority to permit by ordinance the installation of a utility conduit under or along any public road, street or highway of the municipality (N.J.S.A. 48:17-10 to 12); and WHEREAS the CBY facilities shall be so placed as not to interfere with the safety or convenience of persons or vehicles traveling on any such street, road or highway; and WHEREAS, the Private Sewer Utilities Agreement has been reviewed and approved by the Township Engineer. NOW, THEREFORE, BE IT ORDAINED by the Township Committee of the Township of Cranbury that the Township of Cranbury is hereby authorized to enter a Private Sewer Utilities Agreement in a form substantially similar to the agreement attached hereto as Exhibit A; and BE IT FURTHER ORDAINED that the final version of the Private Sewer Utilities Agreement shall be reviewed and approved by the township attorney, the township administrator and the Township Engineer prior to being executed by the mayor and clerk. Effective Date. This Ordinance shall take effect immediately upon its passage and publication, as required by law. The ordinance published herewith was introduced and passed upon first reading at a meeting of the Township Committee of the Township of Cranbury, in the County of Middlesex, State of New Jersey, held on April 27, 2015.
